Luleå Municipality's company record states that Luleå Hamn AB is wholly owned by Luleå Kommunföretag AB and provides port services including harbour towage and icebreaking. Port of Luleå's expansion page defines its infrastructure programme across quays, terminals, storage, loading systems, roads, rail, reclaimed land, and the new deep-water port. Its vessel-call page shows the operational boundary: Port Control manages vessel entry, traffic restrictions, tug and winter-navigation procedures, quay access, and permits for diving, underwater inspection, quay maintenance, and other work in or near water. The 2026 port bye-laws identify Luleå Hamn AB as port operator and distinguish it from individual port-facility operators. The Malmporten contract record identifies Port of Luleå and the Swedish Maritime Administration as joint implementation bodies for the fairway and harbour works.
