Sri Lanka Ports Authority has commissioned the detailed design for the Western Breakwater extension that would enable West Container Terminal II north of the operating Colombo West terminal. The April 2025 award names Dohwa Engineering as lead partner, YUKSEL PROJE as JV partner, GreenTech Consultants and Central Engineering Consultancy Bureau as sub-consultants, with a 24-month contract priced in USD and Sri Lankan rupees. SLPA's May 2026 planning document describes an approximately 2.5-kilometre breakwater extension, a minimum 1,400-metre berth at 20-metre depth, about 70 hectares of reclaimed logistics land and a deep-water LNG interface, while stating that project launch still depends on financing.

Contract route
SLPA issued an EOI in October 2023 under ADB consultant selection, invited the RFP on 14 June 2024 and published the negotiated award on 4 April 2025. The owner notice records three technically qualified financial proposals and selects the Dohwa-led team. Future financing and physical delivery require separate decisions and procurement.
Execution window
The consultancy carries a 24-month duration, but SLPA has not published a service commencement or completion date. Its May 2026 land-use TOR says an interim design report had been expected in the fourth quarter of 2025 and a final report in the first quarter of 2026, without confirming either deliverable as accepted. Construction timing remains unawarded and unfunded.
Works package
Detailed engineering for extending Colombo's Western Breakwater and the WCT-I quay wall northward to enable WCT-II. The current SLPA planning envelope describes approximately 2.5 kilometres of breakwater, at least 1,400 metres of container berth at 20-metre depth, roughly 70 hectares of reclaimed logistics land and a deep-water LNG handling facility. These are planning parameters, not awarded construction quantities.
Marine interfaces
Breakwater alignment, wave protection, reclamation, berth geometry, turning areas, approach depths, relocated pipelines and outfalls, LNG access, CWIT interfaces and future North Port geometry must be reconciled before physical procurement. The 2026 SLPA concept drawing is a planning map, not an issued-for-construction drawing or as-built record.
Commercial evidence boundary
The SLPA award notice states USD 4,269,400 plus LKR 186,883,600 for the consultancy. ADB's project page expresses the same award as USD 4,900,379.81 total and USD 4,893,426.98 ADB-financed. These are different currency presentations of the design contract and must not be added together or confused with a WCT-II construction budget. ADB's downloadable procurement workbook separately reports 4,838,878.118 as its financed amount without a currency field; that unreconciled export value is a source discrepancy, not another award.
