Sri Lanka Ports Authority was formed under the Sri Lanka Ports Authority Act in 1979 and develops, maintains, operates and provides port services at the country's commercial ports. At Colombo it acts as landlord, terminal operator and common-service provider while PPP companies operate SAGT, CICT and Colombo West. SLPA is the client for the ADB-financed WCT-II Western Breakwater detailed design and holds the future financing and physical-procurement gate.
