SLPA has awarded WCT-II's Western Breakwater detailed design, but the physical project has not crossed the construction gate. The award names a four-firm consultant chain and a 24-month term. A later owner document describes the future 2.5-kilometre breakwater and 70-hectare reclamation envelope while explicitly making project launch conditional on financing.

WCT-I operations and WCT-II pre-investment must stay separate

Large port projects often appear to advance because an owner publishes terminal geometry, design values and a named engineering team. Those facts reduce uncertainty, but they do not establish a construction budget, concessionaire, EPC award, quarry source, marine spread, notice to proceed or physical progress.
