Normandy turns one dredging framework into eight evidence chains

The award resolves primes without resolving execution

TED controls the procedure, contract identifiers, awardees, aggregate value and dates. Ports de Normandie's committee record controls the lot-by-lot quantity and hour bands. The authority's procurement page explains its consultation and approval process. Call-off orders, mobilisation, downstream subcontracts, production ledgers and accepted depths remain unpublished.

Lot-level accounting prevents four common overstatements

A framework creates capacity to order work, not evidence that work occurred. Each future call-off must be tied to a port, lot, plant, ordered quantity, measured quantity, sediment route, survey and acceptance record. This also prevents false subcontractor attribution: Eco Systemes de Dragage/Van den Herik, Marc SA, CCI Caen Normandie and Compagnie de Remorquage de Dieppe are separate prime award chains in the public record.
