Infrastructure Malta is re-procuring the Ras Hanzir cargo facility between Laboratory and Fuel Wharves under open works tender IMT008/2025, estimated at EUR 71,313,612.41 excluding VAT. The official workspace carries a 1 October 2026 tender deadline and no award date. This is a continuation and redesign after Infrastructure Malta terminated the EUR 55,449,463.64 predecessor works contract awarded to Excel SIS Enerji Uretim Construction in November 2022. HOG-JV won the separate original project-management contract and the 2025 direct-award notice says that same original team was engaged to design the continuation.

Infrastructure Malta launched IMT008/2025 as a single-lot, open works procedure using best price-quality ratio. TED procedure d70670f9-59b1-4980-b368-f24ae518f460 produced four notices: 216789-2026 set a 24 June deadline, 371190-2026 moved it to 3 August, and notices 519791-2026 and 546876-2026 set and retained 1 October 2026 at 10:30. The live eTenders workspace confirms that deadline, EU funding and a blank award date. This follows termination of IM027/2020 and a EUR 981,000 continuation-design appointment under IM666/19 DO/83/25.
Execution window
The replacement notice gives an intended contract period from 27 October 2026 to 5 December 2028. Because tenders remain open until 1 October and no award date is published, those dates are procurement assumptions rather than a notice to proceed or accepted baseline programme. The predecessor contract's stated 110-week duration ended with its termination and must not be carried into the replacement programme.
Works package
The current tender classifies harbour, quay, quay-wall, wharf and marine construction together with piling, sheet piling, reinforced concrete, infill and land reclamation, storm-water piping, electricity supply and port lighting. Infrastructure Malta's owner material describes a new 360 m cargo-handling facility linking Laboratory Wharf and Fuel Wharf. The concluded PA/08472/19 environmental screening provides the parent concept envelope: about 39,300 m2 overall, including about 16,600 m2 of existing land, a reclaimed cargo apron, floating Ro-Ro ramps, a gate room and substation, fuel-pipeline and dolphin removal, coastline regrading and future culverts. Because the replacement requires a new design, those planning quantities and components should not be assumed unchanged without the current tender drawings.
Marine interfaces
The package joins two operating industrial wharves across an exposed marine frontage while removing legacy fuel-berth infrastructure and creating a reclaimed operational platform. Commercial and delivery interfaces include marine piling and sheet piles, quay-wall and coping concrete, fill acceptance and ground behaviour, fenders and bollards, floating Ro-Ro interfaces, storm-water drainage, electrical and lighting systems, utility corridors and live-port access. The planning file also creates environmental controls around reclamation and coastal works, but it is not evidence of executed quantities.
Commercial evidence boundary
EUR 71,313,612.41 is the estimate for the open replacement works tender. EUR 55,449,463.64 is the terminated predecessor award to Excel SIS, while the September 2025 modification added rates valued at EUR 99,835 excluding VAT. HOG-JV's original project-management award was EUR 1,839,381 and the continuation-design appointment was EUR 981,000. These are different contracts and commercial boundaries; they must not be summed into a project value or treated as paid expenditure. No replacement winning price, certified payment, termination settlement or lower-tier value is public.
