Ras Hanzir returns to market after predecessor termination
Infrastructure Malta's EUR 71.314 million replacement tender for the Ras Hanzir cargo facility remains open to 1 October 2026. The predecessor EUR 55.449 million Excel SIS works contract was terminated, while HOG-JV's original project-management team was re-engaged for the continuation design.
A terminated EUR55.4m contract has become a redesigned EUR71.3m tender
The live eTenders workspace controls current status, EUR 71.314m estimate, 1 October deadline, EU funding and the absence of an award date. The 2025 design notice explicitly proves predecessor termination and redesign. The original works and project-management awards identify Excel SIS and HOG-JV. Owner and ERA records supply the historical 360 m and planning envelope, which may change under the new design.
The reset reopens the quay, reclamation, piling and utility supply chain
Ras Hanzir is not an ordinary deadline extension. It is the formal reset of a strategically located Grand Harbour cargo berth after termination of the original main works contract. The replacement package spans a 360 m owner-described cargo frontage and current CPV categories for quay wall, marine works, piling, sheet piling, reinforced concrete, land reclamation, drainage, electricity and port lighting. That creates a fresh route to market for heavy marine civil works and supplies, while also creating unusual interface risk around predecessor design, work, materials, claims and warranties.
Evidence conclusion
Replacement contractor award and delivery baseline remain pending
The official record separates four commercial layers. Excel SIS won IM027/2020 for EUR 55,449,463.64 in November 2022; a 2025 modification added EUR 99,835 of rates; Infrastructure Malta then explicitly said that works contract had been terminated. HOG-JV won the separate EUR 1,839,381 project-management contract and the original team was engaged for a EUR 981,000 continuation design. IMT008/2025 is now an open replacement works tender estimated at EUR 71,313,612.41, with the deadline extended from 24 June to 3 August and then 1 October. The live workspace shows no award date, so no replacement contractor, mobilisation or physical delivery should be inferred.
