Dar es Salaam's operational depth now sits beside a USD 15.7m repair contract
World Bank; exact Dar es Salaam RoRo context, not concrete-repair progress evidence
Dar es Salaam Port's original channel and berth civil packages were reported complete by September 2024, and TPA now publishes 15.5 m CD for the entrance channel and turning basin and 14.5 m CD for berths 1-7. That operating baseline does not close a separate USD 15,700,411.02 direct-selection contract signed with CHEC on 2 July 2025 to repair concrete damages at the RoRo terminal and berths 1-7. The repair method, quantities, subcontractors, completion and acceptance remain unconfirmed.
A later repair award reopens a completed-package narrative
World Bank contract 1844458 controls the 2025 CHEC repair award, signature date, amount and direct-selection method. Contract 1647305 controls the separate 2021 channel and turning-basin award. The September 2024 implementation report controls completion wording for the original civil works, while TPA controls current operational-depth claims. No cited source proves repair completion, attributes the damage or names lower-tier firms. The World Bank RoRo image shows project location and operating context, not repair progress.
Operational geometry and repair acceptance answer different questions
The repair contract should not erase the original completion milestone, and the completion report should not erase the later repair obligation. Commercial and technical users need three ledgers: accepted original works, current navigation and berth availability, and remedial-work closeout. Collapsing them can misstate present capacity, damage causation, contractor liability and remaining delivery risk.

TPA's operating page supports the port's declared navigation geometry, while the World Bank implementation report supports completion of the earlier civil packages. The 2025 direct-selection award establishes CHEC's repair role and signed value only. Missing disclosures include the affected structures, damage cause, liability allocation, lower-tier firms and passed inspections. Closeout requires structure-level quantities, approved repair and testing methods, supervising engineer findings, restrictions during works and an accepted return-to-service date.
