Tanzania Ports Authority's World Bank-financed Dar es Salaam Maritime Gateway Project deepened and widened the entrance channel and turning basin under a USD 119,765,175.88 CHEC contract signed in February 2021. The World Bank reported the channel works and reconstruction of berths 1-7 and the RoRo terminal complete by September 2024. TPA now publishes a 15.5 m CD entrance channel and turning basin and 14.5 m CD depths at berths 1-7. A separate direct-selection contract signed with CHEC on 2 July 2025 provides USD 15,700,411.02 for concrete-damage repairs at the RoRo terminal and berths 1-7; public sources reviewed do not confirm its physical completion or acceptance.

Contract route
The channel and turning-basin package used a prior-review World Bank Request for Bids and was signed on 12 February 2021 for USD 119,765,175.88. The later concrete-repair package used prior-review direct selection and was signed with CHEC on 2 July 2025 for USD 15,700,411.02. These are separate contracts and amounts, not a single combined award.
Execution window
The World Bank reported the original channel, harbour-basin, turning-circle, berth 1-7 and RoRo civil packages complete by September 2024. Project P150496 remains active with a current closing date of 30 December 2026. The public repair-contract record does not provide a completion date, accepted milestones or defects-liability commencement for the 2025 remedial works.
Works package
The original marine programme deepened and widened the entrance channel and turning basin, reconstructed and deepened berths 1-7 to 14.5 m CD and delivered the RoRo terminal. TPA's current operating page reports a 15.5 m CD, approximately 200 m-wide entrance channel, a 520 m-diameter turning basin at 15.5 m CD, berths 1-7 at 14.5 m CD and berths 8-11 and RoRo at 12.5 m CD. The 2025 contract title covers repair of concrete damages at RoRo and berths 1-7, but gives no public quantities or repair method.
Marine interfaces
Any remedial campaign must protect live berth access, RoRo traffic, cargo handling, vessel movements and the already-declared navigation envelope. Closeout should distinguish structural repair acceptance from hydrographic availability and terminal operations, with evidence for access windows, inspections, concrete testing, diving or underwater work, temporary restrictions and return-to-service dates.
Commercial evidence boundary
The USD 119.77 million channel award and USD 15.70 million repair award belong to different procurement actions. The broader P150496 programme has a reported USD 421 million project cost and multiple other packages. Neither project completion reporting nor current operating geometry proves the repair contract's final cost, liability allocation, payment status, subcontract chain or defects closeout.
