Tanzania Ports Authority is the statutory body established under the Ports Act No. 17 of 2004 to develop, manage, promote and operate ports in Tanzania. TPA manages the national seaport and lake-port system, acts as implementing agency for the Dar es Salaam Maritime Gateway Project and combines landlord, infrastructure-client, port-management and selected operating functions. Construction contractors, private terminal operators, lenders and maritime regulators remain separate parties.
