Boskalis selected for Sidmouth's pending two-stage ECI contract
East Devon selected Boskalis Westminster at GBP 18.911242 million after six valid bids for Sidmouth and East Beach. The award is a two-stage NEC4 Option C contract with X22 Early Contractor Involvement. The published notice still marked both award and contract pending, so the result fixes the preferred delivery partner but is not evidence of contract execution, Stage 1 mobilisation or exercise of the Stage 2 construction option.

Find a Tender controls the selection, six bids, award value, standstill, planned signature and planned period. The award and contract were still pending in the 6 July release. East Devon controls the two-stage boundary, Option 6 outline, funding and zero-spend statement. No official record reviewed through 3 August confirms execution, Stage 1 start or Stage 2 instruction.
Three values describe different commercial boundaries
The project combines offshore rock works, beach recharge, heritage shoreline assets, cliff recession, the River Sid mouth and a dense consent chain. Early contractor involvement is intended to resolve those interfaces before construction. Treating the GBP 18.91 million selection as an immediate works start would erase the commercial break that protects the authority before Stage 2.
