Dhalkut's framework still needs handover proof
Oman's transport ministry signed a three-year Dhalkut Port framework with Abu Sultan Enterprises in December 2025 and expected handover within six months for maintenance and simple operations. That is a controlled commercial milestone, not evidence that the port was handed over, mobilised or opened. Marine procurement remains unresolved: a 2022 dredging and groyne tender was cancelled, recalled and later shown at financial opening without a named winner, value or completion record.
Formal handover controls the operating start
ONA controls the agreement date, three-year term, planned six-month handover, maintenance and simple-operation language and feasibility-led investment sizing. Oman eTender controls the historical general-maintenance, dredging and groyne tender statuses but names no winner or value. MTCIT and ONA establish the investor-offering route. Abu Sultan's site supports corporate capabilities only. Secondary enabling-work listings are retained as signals and not treated as awards, handover or operating evidence.
Commercial activation depends on a marine baseline
Framework agreements can be mistaken for concessions, capital commitments or operating starts. At Dhalkut, the public wording deliberately separates near-term maintenance and simple activities from the financial model and long-term commercial plan. Without a handover certificate, operating evidence, accepted bathymetry or a recovered dredging award, market participants cannot reliably price the port's maintenance backlog, marine readiness or future package sequence.

The Abu Sultan relationship and three-year term are Confirmed. Handover, current operation, capital expenditure, throughput, tariff, concession duration and physical marine works are not. The recalled 251/2022/MAFWR/HQ-30 tender should remain linked to Dhalkut as an unresolved dredging and groyne package. Electrical and guard-room furnishing listings support a readiness-work watch, not an award or opening claim. A dated handover or mobilisation record must precede bathymetry, asset-condition evidence, package awards and actual vessel activity in the operating sequence.
