Kilifi's Procost workfront advances without a floating-jetty supplier
Procost Ideas Ltd signed the USD 2,128,160.66 Kilifi Central contract on 11 June 2024. An official World Bank mission visited the workfront in November 2024, and KEMFSED reported landing-site works advancing without publishing a Kilifi-specific percentage or completion milestone.
A site visit moves Kilifi beyond paper award
World Bank contract 1793321 establishes Procost, reference KE-MOMBEMA-KLF-2024-009-CW, the signing date and USD commitment. KEMFSED's tender and ESIA define the floating jetty and shore-side systems. The January 2025 newsletter documents the November World Bank mission and only a portfolio-level progress statement. Kilifi-specific quantities, completion and acceptance remain unpublished.
Floating-jetty supplier remains undisclosed at Kilifi
Kilifi is the largest of the four KEMFSED supplier commitments in this batch and its scope includes a floating jetty, open market, modern fish banda, gear facilities, wastewater treatment and cold-chain interfaces. The unresolved jetty configuration, anchoring and installer are material package-chain gaps rather than minor equipment details.
Evidence conclusion
Progress language stops before measurable acceptance
The November mission confirms physical engagement with the site, not a measured percentage or accepted output. Public documents do not disclose the floating-jetty supplier, installer, anchoring system, installation plant, cold-chain awards, certified quantities or completion. The 12-month tender period remains a planned duration and the USD figure remains a supplier commitment rather than final spend.
Outstanding evidence
- Kilifi-specific progress and installed quantities
- Floating-jetty configuration and supplier
- Anchoring and creek-edge installation method
- Cold-chain and wastewater integrators
- Completion and defects certification
- Operating handover and creek-access performance
