Westport has appointed advisers across 14 disciplines and opened an RFP for seagrass-restoration trials, creating a live pre-construction market. The dredging, reclamation, breakwater, quay and terminal packages are not ready to bid. The Environmental Review Document, final quantities, material routes, investment decision and construction packages are still outstanding.

Westport's February 2025 Environmental Scoping Document approval, July 2025 geotechnical campaign, and November 2025 research-led layout changes establish active assessment, investigation, and design evolution without closing the Environmental Review Document or final-approval gates.
