Procurement
Westport's current awards cover advice and restoration ahead of capital dredging
Westport has appointed advisers across 14 disciplines and opened an RFP for seagrass-restoration trials, creating a live pre-construction market. The dredging, reclamation, breakwater, quay and terminal packages are not ready to bid. The Environmental Review Document, final quantities, material routes, investment decision and construction packages are still outstanding.
What changed
Westport's February 2025 Environmental Scoping Document approval, July 2025 geotechnical campaign, and November 2025 research-led layout changes establish active assessment, investigation, and design evolution without closing the Environmental Review Document or final-approval gates. The Professional Services Panel EOI names 14 advisory disciplines and describes the panel as its main professional-services procurement vehicle. The January 2026 technical-advisor award and April 2026 seagrass RFP are bounded professional and restoration procurements. Westport's current approvals page confirms the Environmental Review Document has not entered its eight-week public-review period, while Parliament records the Westport Bill at Legislative Assembly second reading as reviewed on 16 July 2026. Owner pages define a proposed multi-year dredging programme and material routes but publish no final quantities, capital-works tenders, or construction awards.
Why it matters
Advisory-panel appointments, task orders and restoration trials are work that suppliers can pursue now. Capital-works bidders face a different timetable: State and Commonwealth assessment, delivery governance and investment approval must precede owner-issued packages.
Decision read
What remains open
Near-term work sits with the advisory panel and restoration trials: appointments, task orders, mobilisation, methods and measured performance. The capital programme comes later, after environmental decisions, ground and material investigations, channel geometry, placement routes, governance and investment approval are settled. Only then can Westport issue marine packages that bidders can price.
