Moffatt & Nichol is a specialist subconsultant for fleet forecasting, port and terminal planning, design optimisation, proxy-operator input, and digital-twin simulation. The Professional Services Panel EOI covered 14 disciplines including dredging, breakwater design, marine structural engineering, geotechnical engineering, metocean studies, and marine environmental science; it is a prequalified advisory-services route, not a construction framework. A separate seagrass-restoration RFP closed on 29 May 2026 for delivery-ready summer-2026 trials and emerging methods for summer 2027. A March 2026 Terminal Operator Consultation Group provides design feedback and explicitly sits outside any terminal-operator procurement. The Westport Bill proposes a dedicated delivery authority, but future capital dredging, marine construction, and operator procurement remain unconfirmed.

Westport's approvals page records EPA approval of the Environmental Scoping Document on 4 February 2025 while confirming that the Environmental Review Document and final State and Commonwealth decisions remain ahead. Its 11 July 2025 update documents an active 12-month marine geotechnical campaign using two jack-up barges and short-duration cone-penetration testing; that is investigation evidence, not an accepted ground model. The 28 November 2025 marine-science update attributes three design responses to the research programme: moving the footprint about one kilometre south, repositioning the breakwater, and following historic dredging zones; these remain proposed-design evidence rather than an approved final layout. Westport's Professional Services Panel EOI created a prequalified advisory route across 14 disciplines, and its January 2026 announcement appointed the Worley Arcadis Joint Venture for channel, breakwater, quay, reference-design, approvals, construction-planning, cost, dredging, and terminal-operations advice.
