Westport's official organization page defines the program as the Western Australian Government's long-term container-trade infrastructure solution, covering the new Kwinana port and its integrated road, rail, and logistics network. Its partner page places Westport in Stage 4 and identifies Fremantle Ports as a partner on the new port, safe construction, and replacement Kwinana Bulk Terminal. Current works separate investigations from major dredging and marine infrastructure, which cannot begin before State and Federal environmental assessment is complete. The EPA set the proposal at Public Environmental Review, and Westport's scoping update says the approved Environmental Scoping Document defines the studies required for the Environmental Review Document. The shipping-channel and dredging pages define a proposed channel, turning basin, four marine dredging zones, multi-year dredging, reclamation use, possible approved marine placement, and beneficial-use investigation. The proposed Westport Authority would be a temporary delivery entity and completed port and maritime assets would transfer to Fremantle Ports; as reviewed on 14 July 2026, the Bill remains at Legislative Assembly second reading and does not itself guarantee construction, funding, or final investment decisions. The terminal-operator group is design consultation only and is not part of future procurement. The January 2026 appointment confirms the Worley Arcadis joint venture as technical advisor, not construction contractor. The current Westport programme is the owner, proponent, design and investigation client and future package client. The proposed authority is not established, Westport does not currently operate the future port, consultation participants are not bidders, and current activity does not establish a major marine construction award or start.
