Ayguade's second tender produced a contract, not a completion claim

Port de l'Ayguade du Levant moved from an unsuccessful EUR 1.403 million procurement into a signed EUR 2,104,311.99 relaunch contract with Océlian and TP Spada. The legal award is clear. The construction start, division of work, current geometry and relationship to the wider breakwater and port-safety concept are not.

The relaunch fixes a legal delivery group

TED and BOAMP control the unsuccessful first procedure and signed relaunch. The environmental dossier explains why the island port needs safer freight access and describes a broader concept, but it predates 98RL25 and cannot allocate current contract scope or progress. No cited source proves mobilisation, workshare, subcontractors, completion or acceptance.

The first tender, signed Ro-Ro contract and wider safety works are separate

The second tender's EUR 2.121 million estimate and EUR 2.104 million contract value are close, but neither can be compared to the first EUR 1.403 million estimate as a variation because the first procedure created no contract. The older environmental programme also carries more physical scope than the award notice. Merging those boundaries would overstate both committed works and delivery progress.

Evidence conclusion

Mobilisation and workshare remain unpublished

The failed first competition, signed Ro-Ro package and wider port-safety programme are separate records. No published mobilisation record or current contract drawing is available for contract 98RL25. Those records are needed to define Océlian and TP Spada's workshare, the appontement, dolphin, gangway and apron geometry, foundations, marine spread and ecological controls. Breakwater, western-spur and wreck-removal work remains outside this award until a contract record connects it.

Outstanding evidence

  • Notice to proceed and first field mobilisation
  • Océlian-TP Spada consortium lead and workshare
  • Current berth geometry and foundation design
  • Marine plant, lifting, diving and survey packages
  • Posidonia and turbidity-control obligations
  • Boundary with wider port-safety works
  • Testing, acceptance and first repeat rolling-freight service
