Busan Port Authority records the Phase 2-6 caisson substructure complete and the superstructure moving toward October 2027. HL D&I Halla is identified on the civil works, while HD Hyundai Samho and HJ Shipbuilding & Construction hold distinct packages for six quay cranes and 34 transfer cranes.

Three delivery chains converge before opening

BPA's development page controls cost, geometry and civil milestones. Its equipment releases establish the July 2024 suppliers, quantities, quay-crane value, production and marine-delivery sequence. The earlier KRW 280 billion figure remains a planning envelope, not a single award.

The equipment ledger is now attributable

A completed substructure cannot operate without superstructure, equipment, automation and berth acceptance. The six quay cranes also move in three blocks each, so the published 18 barge legs describe logistics rather than 18 units. Package-level accounting prevents both physical and commercial overstatement.

Evidence conclusion

Installed equipment and an open terminal are different milestones

BPA confirms the civil contractor, two equipment suppliers, unit counts, the KRW 163.2 billion quay-crane value and the current programme. The terminal operator, civil subcontractors, integrated automation party, equipment acceptance and operational release remain unconfirmed.
