Gdynia's protective-breakwater contract has crossed its main permit gate and launched the first of 49 reinforced-concrete caissons. Budimex leads the PLN 438.70 million net design-build consortium with 50%, while Roverpol and Rover Maritime each hold 25%. The next intelligence gap is below that legal consortium: detailed design, survey, seabed preparation, dredging, caisson production, towage, material supply, navigation systems and testing remain unattributed in published project records.

The first caisson starts the permanent waterborne sequence

The Maritime Office establishes the May 2026 permit, first-caisson quantities, production method and July waterborne milestone. Budimex and TED establish the signed consortium, participant shares, exact value, contract date and Q2 2028 target. The public contract chain ends at Budimex, Roverpol and Rover Maritime; specialist downstream roles are not disclosed.

Specialist delivery roles remain unassigned

The May 2026 building permit and July first-caisson tow move the project from bid and design evidence into observable marine production. Caisson launches, however, are upstream of foundation acceptance and breakwater completion. The workfront now creates traceable demand for floating plant, towage, seabed preparation, concrete and reinforcement logistics, survey control, backfill, navigation systems and environmental monitoring.
