The Maritime Office in Gdynia and Port of Gdynia Authority are delivering almost 2.5 kilometres of protective breakwaters for the future Outer Port through a PLN 438.70 million net design-build contract. Budimex leads the delivery consortium with a 50% share, while Roverpol and Rover Maritime each hold 25%. A May 2026 building permit enabled the transition to principal in-water works, and the first of 49 reinforced-concrete caissons was launched and towed toward its placement position in July. Contract route
The joint contracting authorities tendered a design-build package in November 2023. Budimex reported on 25 March 2024 that its consortium's PLN 438,699,534.11 net bid ranked highest; the procedure remained unawarded on that date. TED records Contract MZ/67/KJ/MG/2024 concluded on 2 October 2024, and Budimex's same-day release confirms the signed consortium. The public investor report assigns 50% to Budimex and 25% to each Rover entity. It also records a 10% advance, 30-day payment term, 5% performance guarantee, 20% aggregate penalty cap and 10-year defects warranty. These are contract-level terms, not evidence of downstream subcontracts.
Execution window
The signed contract retained a second-quarter 2028 completion target. The tender baseline allowed up to 490 days for design and the building permit, followed by up to 819 days for construction and the occupancy permit. The building permit was approved in May 2026. The Maritime Office reported in July that close to 50 caissons were planned for launch over the following year; the first launch does not establish the pace, accepted quantity or final completion date for the remaining structures.
Works package
Design, permit and construct four independent protective breakwaters, reported in the current design at approximately 250, 800, 850 and 500 metres, and strengthen parts of the existing eastern main breakwater. The tender baseline included hydrographic and geophysical preparation, necessary seabed clean-up and dredging, possible soil replacement, caisson foundations and backfill, wave attenuators, navigation lighting and BIM-based design management. The July 2026 update fixes the current structural system at 49 reinforced-concrete caissons across almost 2.5 kilometres, with selected caissons incorporating wave-energy-dissipation chambers.
Marine interfaces
Caissons are produced directly on the water at the Bulgarian and Puck Quays using a floating pontoon and continuous slip-form concreting. The first reported unit was nearly 50 metres long, more than 13 metres wide and about 12 metres high, using 1,465 cubic metres of concrete and 185.8 tonnes of reinforcement. Budimex's signed-contract description gave a broader design envelope of about 50 by 13.6 metres and 14.5 to 16.5 metres high. Each unit must be floated, towed, aligned and founded on prepared seabed while the port remains active and environmental controls protect birds, fish and marine mammals.
Commercial evidence boundary
The main contract, value, clients, consortium and partner shares are transparent. The unresolved market layer is below the consortium: public sources do not allocate detailed design, survey, geotechnical work, seabed preparation, dredging, caisson fabrication labour, concrete and reinforcement supply, towage, marine plant, rock and backfill, navigation aids or testing among named subcontractors. Those names should be added only from an award, signed supplier disclosure, project reference or attributable site record.
