Newark Bay's base bid covers 237,945 cubic yards
USACE's Newark Bay invitation for bids puts 237,945 cubic yards in six base dredging areas. Five optional areas add 196,485 cubic yards, while a separate option covers up to 300 short tons of debris.
What changed
The updated SAM.gov opportunity and its 83-page USACE solicitation control the procurement state. CLINs 0001 through 0006 total 237,945 CY; CLINs 0009 through 0013 total 196,485 CY; CLIN 0014 covers 300 short tons of debris. The base period is 108 days after notice to proceed. USACE's March public notice describes an approximately 830,000-CY multi-cycle Newark Bay programme, not the FY26 base bid. The opportunity record carries no award or mobilisation notice.
Why it matters
Most of the base bid sits in two places: 124,380 CY in the Main Channel 50-foot reach and 101,475 CY in the Port Newark Channel 40-foot reach. Four smaller Main Channel areas make up the remaining 12,090 CY. The split matters for plant sequence, survey control, offloading and dewatering capacity, and permitted upland placement. If all dredging options were exercised, the volume would rise to 434,430 CY.

The six base dredging CLINs add to 237,945 CY. The 225,515-CY figure shown elsewhere does not match the issued line-item schedule. The 196,485-CY option total is not committed work: the IFB makes the options subject to funds and government discretion. The USD 25 million to USD 100 million magnitude range is also not an award. Bids remain open until 31 July, with no contractor, notice to proceed or mobilisation recorded.
