Fass Boye's signed quay contract still depends on relocation
KELIMANE ENTREPRISE's USD 1,938,458.02 main contract was signed on 5 February 2025. Fass Boye's final RAP requires relocation and compensation before works, and the current procurement plan lists a separate USD 318,150 replacement relocation-site package as awaiting execution. Main-site possession, notice to proceed and physical mobilisation remain unconfirmed.
The enabling package is now the visible start constraint
World Bank award data controls the main supplier, contract amount and signing date. The current procurement plan controls the separate replacement relocation package and its awaiting-execution status. The RAP establishes the before-works resettlement prerequisite, while the ESIA describes baseline conditions and interfaces only. No source proves main-works mobilisation.
A social prerequisite has become a programme-critical interface
The main works award and the displaced-site package carry different scopes, contractors and acceptance tests. Collapsing them into one contract would hide the prerequisite that unlocks construction and could wrongly assign the relocation work to KELIMANE ENTREPRISE.
Evidence conclusion
Site availability remains unconfirmed after award
The 1.21-hectare project site supports active landing, trading and mainly women-led fish-processing groups, while the RAP identifies a 1.25-hectare relocation site. Completion of compensation, facilities and operating transfer is therefore part of the physical delivery sequence. The separate replacement package is evidence that this interface remained active after the main contract signing. Until execution and site possession are controlled, the correct status is award rather than construction.
