India reported Ramayapatnam Phase I at 52.95% whole-port progress on 4 April 2025 and still listed it under construction in February 2026. DEME's 16 June 2026 capital-deepening award is a separate later package, so neither that percentage nor the award proves dredging production, reclaimed-ground acceptance, or an operational 15.5-metre port.

What changed

The source trail records environmental and CRZ clearance on 17 February 2022, project initiation on 20 July 2022, later breakwater casting and placement, and July 2024 funding proposals. It then adds the 4 April 2025 whole-port 52.95% baseline, February 2026 under-construction status, the 27 March 2026 Tettu rail and serving-station update, and DEME's 16 June 2026 capital-deepening award. DEME mobilisation, dredging output, accepted reclamation, completed navigation systems, completed rail access and port handover have not been reported.

Why it matters

Ramayapatnam combines two breakwaters, four initial berths, cutter-suction dredging, reclamation, rail access, navigation aids, VTMS, and terminal readiness. Treating one whole-port percentage as package progress would hide the actual work fronts; treating one award as port completion would hide every acceptance gate still open.

What remains open

Ramayapatnam now has three distinct delivery timelines. The greenfield port has been under construction since 2022 and had a 52.95% whole-port baseline in April 2025. DEME's package was awarded only in June 2026 and has no public mobilisation or production evidence. Commercial operation still requires breakwater, berth, reclaimed-ground, hydrographic, rail, aids, VTMS and terminal-system acceptance beyond the dredging contract.
