Ramayapatnam Phase I was reported 52.95% complete against a INR 4,929.39 crore whole-port baseline on 4 April 2025 and remained officially under construction in February 2026. DEME's 16 June award is a later capital-deepening package for the harbour basin, turning circle, four berth pockets, and reclamation pumping; neither the whole-port percentage nor the award proves dredging mobilisation or accepted 15.5-metre access.

The Tettu serving-station yard reached an advanced stage

The Railways ministry said RPDCL was developing the approximately 5.5-kilometre Ramayapatnam-to-Tettu connection under the Gati-Shakti Multi-Modal Cargo Terminal Policy and that work on the serving-station yard was at an advanced stage. It did not provide a completion date or establish completed rail access and cargo-evacuation readiness.

Government reported 52.95% whole-port progress

A Lok Sabha answer recorded the INR 4,929.39 crore port under implementation at 52.95% and described 34.04 MMTPA Phase I capacity. The percentage predates the DEME award by more than a year and cannot be used as dredging-package progress.

North-breakwater, navigation-aid and VTMS funding remained proposals

Parliament listed INR 409.05 crore for the north breakwater, INR 12.59 crore for fire-fighting and navigational aids, and INR 34.35 crore for VTMS among Andhra Pradesh proposals. The ministry requested restructuring and alternative funding exploration; the list is not award or completion evidence.

The Ministry of Environment, Forest and Climate Change granted environmental and coastal-regulation-zone clearance for Phase I subject to project-specific and standard conditions. The 17 February 2022 environmental and CRZ clearance established the Phase I port boundary before the district recorded project initiation on 20 July 2022. Xbloc documents December 2022 armour-unit casting and August 2023 placement for a 1,350-metre north breakwater and 3,730-metre south breakwater; CWPRS later confirmed hydraulic-stability testing for the breakwater sections. Parliament recorded proposed, not approved, funding items for the north breakwater, navigation aids, and VTMS in July 2024. A 4 April 2025 government answer reported the INR 4,929.39 crore port under implementation at 52.95% with 34.04 MMTPA Phase I capacity; that is the latest reviewed quantitative whole-port baseline. The government still listed Ramayapatnam under construction on 13 February 2026. On 27 March 2026 the Railways ministry said RPDCL was developing the approximately 5.5-kilometre Tettu connection under Gati-Shakti policy and that work on the serving-station yard was at an advanced stage; it did not report a completion date or completed port-rail access. DEME's 16 June 2026 release then established a separate capital-deepening award covering the basin, turning circle, four berth pockets, cutter-suction execution, onshore reclamation pumping, an approximately 15.5-metre design draft, and up to EUR 50 million for DEME's share. DEME mobilisation, production, completion hydrography, navigation-system acceptance and port handover have not been reported.
