Ramayapatnam Phase I was reported 52.95% complete against a INR 4,929.39 crore whole-port baseline on 4 April 2025 and remained officially under construction in February 2026. DEME's 16 June award is a later capital-deepening package for the harbour basin, turning circle, four berth pockets, and reclamation pumping; neither the whole-port percentage nor the award proves dredging mobilisation or accepted 15.5-metre access.

Navayuga awarded DEME capital deepening of the harbour basin, turning circle and four berth pockets, using a cutter suction dredger and onshore pumping for reclamation. The award does not establish mobilisation, dredged quantity, accepted depth or Phase I completion.

The Tettu serving-station yard reached an advanced stage

The Railways ministry said RPDCL was developing the approximately 5.5-kilometre Ramayapatnam-to-Tettu connection under the Gati-Shakti Multi-Modal Cargo Terminal Policy and that work on the serving-station yard was at an advanced stage. It did not provide a completion date or establish completed rail access and cargo-evacuation readiness.

The Ministry of Ports, Shipping and Waterways listed Ramayapatnam among four Andhra Pradesh ports under construction. This is a portfolio-status confirmation, not a package percentage, completion date or operating approval.

Government reported 52.95% whole-port progress

A Lok Sabha answer recorded the INR 4,929.39 crore port under implementation at 52.95% and described 34.04 MMTPA Phase I capacity. The percentage predates the DEME award by more than a year and cannot be used as dredging-package progress.

North-breakwater, navigation-aid and VTMS funding remained proposals

Parliament listed INR 409.05 crore for the north breakwater, INR 12.59 crore for fire-fighting and navigational aids, and INR 34.35 crore for VTMS among Andhra Pradesh proposals. The ministry requested restructuring and alternative funding exploration; the list is not award or completion evidence.

The SPSR Nellore district event register records initiation of the greenfield Ramayapatnam Port. It establishes the start boundary for the wider programme, not the later DEME package or completion of any marine element.

Phase I received environmental and CRZ clearance

The Ministry of Environment, Forest and Climate Change granted environmental and coastal-regulation-zone clearance for Phase I subject to project-specific and standard conditions. Clearance enabled the programme but did not award works, approve every later design change or prove construction acceptance.
