Marsa Maroc has placed 230 metres of the Casablanca multipurpose quay into service at -12 m, but the controlling technical programme covers 530 metres plus 40 metres of transition zones. The open balance includes roughly 300 metres of frontage, the remaining structural sequence, completion of about 185,000 cubic metres of dredging and full-package survey and acceptance.

First service covers 230 of the planned 530 metres

Tanger Med Engineering fixes the 530-metre denominator, 40-metre transition allowance, -12 m target, 185,000-cubic-metre dredging scope, MAD 475.5 million baseline and 42-month programme. Marsa Maroc fixes the 230-metre operating release. EBRD confirms the wider financing boundary and pre-Board civil award without naming the successful bidder.

The working denominator remains 530 metres

A partial berth release can support larger vessels and cargo operations before the civil contract is complete. Treating that release as full completion would erase the live construction interface, remaining dredging exposure and contractor close-out opportunity. It would also detach the milestone from the 42-month programme that began on 1 October 2024.

Evidence conclusion

Acceptance evidence now matters more than visible progress

Measure progress against the complete frontage and its transition zones. The next reliable status upgrade requires the remaining sections, as-built hydrography, final dredged volume and destination, quay furniture, structural acceptance and operating release. The MAD 475.5 million technical baseline remains separate from EBRD's MAD 690 million four-component loan and Marsa Maroc's wider investment programme.
