Contract route
Ho Chi Minh City approved the investor consortium under Decision 2155/QD-UBND after the Prime Minister approved the investment policy under Decision 148/QD-TTg. The later marine design, enabling works, dredging, reclamation, quay and terminal construction procurement packages remain undisclosed.
Execution window
The approved programme targets about 4.8 million TEU of capacity by 2030 and 16.9 million TEU by 2047. Public reporting also describes a 20-year implementation period from physical handover of land and water. These are programme targets, not evidence of a current construction start or a fixed package completion date.
Works package
A planned international container transshipment port on about 571 hectares of land and water at Go Con Cho, with roughly 7.5 kilometres of main berths. The initial plan provides two to four berths for vessels up to 250,000 DWT, expanding over time to about 13 berths. Dredging, reclamation, ground-improvement, quay-foundation, material-route and individual construction-lot quantities remain unpublished.
Marine interfaces
The site lies at the Cai Mep estuary on the left side of the Vung Tau-Thi Vai navigation channel, opposite the established Cai Mep terminal cluster. Delivery must resolve berth geometry beside a live deep-water route, land and water boundaries, vessel manoeuvring, construction access and the interface with Can Gio's mangrove and forest estate. Nearly 83 hectares of forest land are identified for repurposing in the investment-policy record.
Commercial evidence boundary
The scale is material, but the opportunity remains upstream of works procurement. The investor consortium and capital envelope are public; marine quantities, package splits, qualification route, contract values, risk allocation, accepted design levels and construction schedule are not. A credible supply or contracting position depends on the feasibility design, environmental conditions and tender documents rather than the headline 571-hectare footprint.
