Contract Modification
Cap-aux-Meules dredging contract nearly doubled after amendment
IMWO visualization using CanadaBuys contract CW2402077 values
Contract CW2402077 stands at CAD 6,724,266.72 after a CAD 3,235,386.68 amendment dated 13 May 2026. That is 92.7% above the earlier CAD 3,488,880.04 value. The arithmetic and contractor are confirmed, but the reason for the increase remains undisclosed.
Site presence is confirmed but completion remains open
CanadaBuys establishes the contractor, contract identifier, value history and procurement fields. CNESST establishes the declared site details but not owner acceptance. ECCC establishes the permit methods, windows and maximum quantity but not contract production. The chart renders the CanadaBuys arithmetic without adding a scope interpretation.
A near-doubling of value is visible before the change scope
The contract joined capital and maintenance dredging of the access channel with optional harbour and berth maintenance. Without the amendment schedule, the CAD 3.235 million increase could reflect instructed options, changed quantities, differing material conditions, disposal requirements or another commercial mechanism. No cited source resolves which explanation applies. Amendment scope, dredging prism, disposal records, bathymetry and final account therefore remain separate evidence gaps.
Evidence conclusion
Contract value, permit ceiling and measured quantity are three different ledgers
CanadaBuys confirms Dragage Ocean DS, the three-month contract period, the CAD 3.489 million earlier value and the amended CAD 6.724 million total. CNESST separately identifies Dragage Ocean DS as the site-responsible party for an October-November 2025 dredging site. ECCC authorizes up to 60,000 m3 across the port and channel during defined 2025-2026 windows. The 60,000 m3 figure is a permit ceiling, not an award quantity or as-dredged total; the planned CNESST closure date is not owner acceptance; and the May 2026 amendment is not proof that optional work or added volume was executed.
