Two December 2025 contracts now define Dioro's riverbank and port-quay package. EKA SARL and Alternative BTP SA share the recorded Lot 1 supplier amount for cyclopean-concrete bank works, while SENO BTP holds Lot 2 for the central bank section and quay rehabilitation. The signed total is USD 1,413,820.38, but the latest procurement plan supplies no actual amount or evidence of a usable quay.

One procurement package now has two priced delivery lots

World Bank contract data identifies the lot titles, parties, dates and values. The April 2026 procurement plan gives the package estimate and workflow status only; it is not evidence of mobilisation or completion. No cited source provides accepted physical quantities, an operating release or project-specific lower tiers.

The port interface sits inside the second lot

The contract records separate the bank-protection platform from the central section and port-quay interface. Sequencing, supervision and commercial closeout therefore depend on both lots: completion of a bank segment alone would leave the quay's small-craft safety unproven, while quay closeout still depends on adjacent erosion-control and access interfaces. Supervision, design geometry, quantities and construction plant remain undisclosed in the public record.

Physical acceptance remains unverified

World Bank records confirm three suppliers, two signed lot values and the shared procurement reference. The evidence leaves the legal relationship between the two Lot 1 suppliers, field mobilisation, approved drawings, physical progress, final quantities and acceptance unresolved. The April 2026 plan's 'under implementation' label is a procurement-workflow signal, not a construction certificate. The USD 1,492,537 estimate, USD 1,413,820.38 signed aggregate and any future final account must remain separate figures.
