Granville's Herel breakwater repair has an unusually clear award and start record: EUR 5,897,585 in BOAMP, a Marc-NGE-ETPO delivery group named by the owner, a 25 August 2025 site start and a nine-month programme. The planned end-May 2026 acceptance date has passed, however, and the current official record still lacks an actual completion or acceptance notice, measured repair quantities, defects status and final account.

The commercial chain is clearer than the completion chain

BOAMP controls contract 2025-25136, its EUR 5,897,585 amount, two tenders, Marc titular identity and the EUR 250,000 subcontract disclosure. The owner controls the Marc-NGE-ETPO group, 25 August 2025 start, access method, nine-month programme and planned end-May 2026 acceptance. The raw eForms 1 January 2000 award date is excluded as an invalid source value. No cited current official source confirms actual completion, acceptance, defects close-out or final account.

Three published values and roles require separate columns

Concrete rehabilitation can appear complete from access removal or a reopened promenade while injection, coating, underwater checks, defects and contractual acceptance remain open. BOAMP names one titulaire and a EUR 250,000 unnamed subcontract scope. The owner instead names a three-company works group and uses a separately rounded EUR 7.1 million amount, so the two disclosures answer different commercial questions.
