Tinian's USD 12.6m design chain names 13 lower tiers, not a construction prime
MDPAC JV's Tinian seaport task order now carries USD 12.616 million in obligations and 13 reported specialist subawards worth USD 4.055 million. The records expose a deep design and investigation chain across geotechnical work, modelling, surveys, UXO, environment, engineering, cost, schedule and local support, but they do not identify a construction prime.
Two modifications lifted the order to USD 12.616 million
USAspending controls the USD 12.616 million current obligation, modification history, contract dates and 13 reported subaward records. NAVFAC identifies the broader Tinian Seaport Development objective. The Commonwealth Ports Authority, 2018 master plan, 2020 underwater assessment and 2026 storm assessment provide operating or condition context only. None proves issued construction documents, a construction award or physical progress under P-940, P-1001 or P-1002.
A dense design chain still stops before physical delivery
The 13 records show which technical risks NAVFAC is resolving before construction and where specialist firms entered the programme. They also expose what remains commercially open: wharf works, breakwater materials and installation, dredging plant and survey control, Finger Pier A demolition, sediment transport and disposal, live-port coordination and construction acceptance. Calling the design chain a construction award would hide those future packages.

Thirteen lower tiers define the current design maturity
The USD 9.638 million base order started in March 2024. P00001 added USD 2.687 million in December 2025 and named P-940 Tinian Wharf Improvements, P-1001 Tinian Port Breakwater Restoration and P-1002 Tinian Harbor Dredging and Finger Pier A Removal. P00002 added USD 0.291 million in April 2026. USAspending currently reports 13 specialist records totaling USD 4,055,281.81. Geo Engineering & Testing is the largest at USD 1.371 million, followed by environmental, physical-modelling, civil, UXO, cost, geotechnical, hydrographic, schedule, fire-protection, topographic, charrette and CNMI field-support roles. These are reported subaward values, not paid or final accounts, and the arithmetic remainder does not prove MDPAC self-performance. No cited record identifies the eventual construction prime, dredger, demolition contractor or mobilisation date.
