Banjul Port has crossed two visible milestones: Alport Banjul took operating control under the concession in February 2025 and the Damen-built hybrid ferry Barra was commissioned in March 2026. The wider programme still targets a 345 m jetty extension and 22,000 m2 increase in container-terminal area, but the latest public evidence does not identify the civil works contractor or prove those expanded dimensions have been delivered.

The concession and ferry advanced before the core civil capacity

AfDB establishes the programme, financing and physical targets. GPA and Alport establish the concession chain and operating takeover. The September 2024 Bund Road REOI and March 2025 technical-audit EOI define two additional consultancy routes without publishing selections. AfDB and GRTS establish commissioning of the Damen-built Barra ferry. The current evidence does not identify a jetty or terminal civil-works contractor, reconcile the public and private package boundaries or prove the target berth and terminal dimensions have been achieved.

Three delivery ledgers must remain separate

A port can improve vessel handling through operator transition, equipment and process changes before new quay capacity is complete. Treating concession performance or a ferry launch as completion of the fourth expansion would hide the largest unverified marine packages and misidentify potential contractors and suppliers.

Evidence conclusion

Marine civil acceptance remains the outstanding delivery gate

The programme should be tracked as a concession ledger, an AfDB-financed public package ledger and a civil-capacity ledger. Alport Banjul is confirmed as operator and Damen as ferry builder. Gambia Ports Authority announced Albayrak and Negmar as the concession consortium, but later public records foreground Albayrak and do not define Negmar's current role. The September 2024 Bund Road REOI defines a 3.5 km survey, design, tender-support and supervision package, while the March 2025 technical-audit EOI adds an independent review layer; neither record names a selected consultant. The AfDB results table's 250 m jetty and 41,000 m2 terminal figures are the existing asset baseline against 595 m and 63,000 m2 targets. A named works award, dated field evidence or accepted as-built record is still required before the jetty and terminal expansion can be promoted to construction completion.
