Richmond puts 14 channel reaches into one dredging RFP
USACE's updated Richmond Inner Harbor RFP covers Reaches 1 through 14 at -37 feet MLLW plus one foot of paid overdepth. Suitable material is to move to Montezuma Wetlands, and proposals are due 14 August 2026.
What changed
The 15 July SAM.gov solicitation controls the current deadline, depth, evaluation route, cost range and Montezuma destination. The 9 June presolicitation and March USACE schedule are retained as procurement history. The schedule's 350,000-cubic-yard planning estimate and lower cost band are not presented as current contract terms. The hydrographic index and EA/EIR provide survey and programme context, not evidence of 2026 mobilisation or acceptance.
Why it matters
This is one contract with a defined depth and placement route, but the public solicitation leaves the final quantity by reach, contractor, plant and accepted output open. The USD 10 million to USD 25 million current estimate also replaces the lower planning range in the district's March schedule.

What remains open
Richmond remains at tender until an amendment or award fixes the deadline, contractor and value. Baseline surveys, plant mobilisation, DMMO suitability, Montezuma receipts and post-dredge acceptance then determine execution status. The earlier 350,000-cubic-yard planning estimate stays in the change log until the current specifications or measured quantities are public.
