King Abdulaziz MMSC contract reaches USD 400.1m exercised
USACE's 8 May 2023 award to AICI-Archirodon JV LLC began at USD 319.535 million. USAspending now records USD 400.128 million obligated and exercised, a USD 503.180 million all-options ceiling, USD 41.5 million in outlays and a current 8 March 2027 performance end. The ledger proves contract movement and live administration, not a percentage complete or accepted naval facility.

DoD controls the original award and USAspending controls the current federal contract values, period and transaction history. USACE's 2023 documents establish original active-construction context and separate dredging turnover only. SAMIF and Western Star provide project-specific lower-tier evidence with stated limitations; neither proves overall progress or acceptance. The MMSC image is official ship-program context, not King Abdulaziz Naval Base construction.
A federal award ledger is unusually deep evidence, but it still stops before physical acceptance
The project connects wharf and pier structures to fuel systems, marine utilities, maintenance, training, control and fleet-support functions for four MMSC vessels. Treating the original award as the current contract value misses later options, descopes and changes. Treating outlays as site progress is equally unsafe. Commercial intelligence needs both the 27-transaction ledger and independent package evidence from the delivery chain.

Contract value, reported outlay and physical progress answer different questions
The original award remains the correct procurement event. USD 400.128 million is the current obligated and exercised amount, not the all-options ceiling. USD 503.180 million is the potential base-and-all-options value, not an award already placed. USD 41.5 million is reported federal outlay data, not a certified construction percentage or necessarily the contractor's total receipts. P00010 in May 2026 confirms continuing modification activity and the current performance end is March 2027, but neither establishes commissioning or Royal Saudi Naval Forces acceptance. SAMIF's 1,900-tonne steel package and Western Star's scaffolding and formwork listing expose real lower-tier activity; USAspending's zero reported subawards should therefore be read as a reporting gap, not as absence of subcontracting.
