Eiffage; exact Tema Port Terminal 3 Phase 2 platform works at the 20-hectare milestone
Tema Terminal 3's Phase 2 was delivered in distinct layers. Eiffage completed the 400-metre fourth berth in 2021. Meridian Port Services launched the wider second-phase investment in 2023, then Eiffage Genie Civil Marine and De Simone delivered a 27-hectare platform expansion in October 2025 under AECOM's engineering oversight. The completed package covers earthworks, paving, drainage, water and power networks, access roads and storage areas; it should not be described as a new dredging or quay contract.

- Contract route
- MPS extended the original FIDIC Yellow Book arrangement for fourth-berth land works in 2020 and commissioned the 400-metre berth in 2021. It launched a further second-phase investment in November 2023 after awarding the 27-hectare platform package to Eiffage Genie Civil Marine and De Simone. Eiffage identifies AECOM as MPS's engineer. The 2023 package price and complete downstream subcontract ledger remain undisclosed.
- Execution window
- The fourth deep-water berth was completed in 2021. The 27-hectare platform expansion began after Eiffage announced the award in October 2023. About 10 hectares were complete by November 2024 and 20 hectares by April 2025. Eiffage's 2025 annual report says all 27 hectares were completed in October 2025 after 2.6 million work hours.

- Complete 27 hectares of new terminal platform including earthworks, pavement, drainage, water and electricity networks, access roads and storage areas. The broader Terminal 3 configuration has a 1.4-kilometre quay with four deep-water berths, 127 hectares after expansion, 12 STS cranes and 41 RTGs as reported when Phase 2 launched. The 2023-25 contract is the platform layer, not a new 1.4-kilometre quay build.
- Marine interfaces
- The new yard area depends on the previously completed fourth berth, crane power, reefer and utility systems, gate and road access, drainage and terminal-operating controls. Completion of pavement and networks expands stack and landside capacity, but its operating value is demonstrated only when the additional yard blocks, cranes, gates and road connection sustain higher terminal throughput.
- Commercial evidence boundary
- The programme demonstrates how a deep-water berth can enter service years before its full back-up area. The civil chain is visible at prime-consortium and engineer level, but equipment suppliers, package value, block-by-block handover and operating-performance data remain limited. Future updates should use terminal capacity and service metrics rather than repeat the original 2025 forecast.
