Eiffage; exact Tema Phase 2 platform works during the 2024 construction period

Tema's Phase 2 programme is easy to flatten into one completion date. The fourth deep-water berth was completed in 2021; the 27-hectare back-up platform started later and finished in October 2025. Eiffage and De Simone delivered that platform under AECOM's engineering oversight, covering pavement, drainage, utilities, roads and storage rather than a new dredging or quay package.

The landside platform catches up with the earlier berth

Eiffage controls the 2023 platform award, April 2025 progress and October 2025 completion. APM Terminals controls MPS ownership, the broader Phase 2 launch and the separate 2021 fourth-berth milestone. The sources support a completed platform package, not a new dredging or quay award.

Package boundaries prevent false marine scope

Deep-water frontage can enter service before enough yard, power, drainage and gate capacity exists behind it. Separating berth construction from terminal-area expansion is necessary before testing whether the combined Tema system actually raises throughput.

Operating capacity is the next proof point

The strongest completion evidence is Eiffage's 2025 annual report, which says the full 27 hectares were delivered in October after 2.6 million work hours. The April milestone proves 20 hectares, not the final state. APM's 2021 release controls fourth-berth completion. The 2023-25 platform package should not be credited with new breakwater, dredging or quay works that the cited sources do not assign.
