Valencia's North Terminal is in civil construction, while automation remains a separate handover

Valenciaport's signed accounts confirm the EUR 489.18 million North Terminal main works began in Q4 2024 after open tender and July award. The marine-civil contract, TIL's later 50-year concession, and future automated-terminal commissioning are three distinct evidence states.

What changed

Valenciaport's April 2022 publication records a non-final design and 58-month planning period. Its signed 2024 annual accounts then preserve the controlling procurement chain: open procedure initiated 22 December 2023 at EUR 545.78 million excluding VAT, four bids received in April 2024, EUR 489.18 million excluding VAT main-works award on 1 July, and physical execution beginning in Q4 2024. EIB defines about 2 km of main quay, 700 m of ancillary quays, 137 ha of reclamation, basin deepening and dismantling interfaces. ACCIONA describes 126 ha of paved terminal areas; Jan De Nul identifies about 25 million m3 of dredged material for potential reuse. Valenciaport's 26 September grant to TIL is a separate 50-year concession and EUR 1.098237 billion private-investment proposal, not proof of civil acceptance or automated-terminal operation.

Why it matters

The project combines about two kilometres of main quay, ancillary quays, basin deepening, reclamation and existing-structure removal with a separately financed terminal programme. Procurement value, civil production, platform acceptance, terminal systems and first commercial service therefore cannot be reported as one progress percentage.

What remains open

Valencia has two owners and three handover stages. The Port Authority's contractor must complete the quay, dredging, material placement, reclamation, demolition and hydrographic work. Once the civil platform is accepted, TIL must deliver terminal paving, buildings, equipment, power, rail, automation and integrated trials under its concession. Readiness requires both the civil handover and commissioned operating systems; the July 2024 award and Q4 start confirm neither.
