Maassluis awards M2 quay wall as two delivery calendars diverge
Maassluis has concluded a EUR 7.887 million M2 quay-wall contract with De Vries Werkendam. TED's tender and award records carry different start fields and a December 2027 end, while the owner's current page plans physical work from 5 October 2026 to 21 July 2028. The award is confirmed; mobilisation is not.
The 4 August contract fixes the prime contractor and value
TED controls the award, value, contractor and legal date. Gemeente Maassluis controls the physical scope, asset condition and current owner programme. The official public-space drawing is design evidence, not construction progress. Neither publication records site possession, mobilisation or an accepted programme reconciling the December 2027 and July 2028 completion dates.
Mobilisation remains unverified against the owner programme
The package replaces approximately 210 m of a 1935 wall whose foundation is poor and rotating toward the water, then renews approximately 3,000 m2 of waterfront public space. Delivery depends on staged demolition, temporary stability, retaining-wall and raking-pile installation, anchors, a structural floor, utilities, traffic and safe access. Contract-period metadata cannot establish those physical outcomes.
Evidence conclusion
Three date lines must remain separate
TED tender notice 107393-2026 planned 7 July 2026 to 24 December 2027; the award notice shifts the start to 3 August while retaining the end. The municipality then publishes 5 October 2026 to 21 July 2028 for physical works. That later owner programme is the strongest current field-timing source, but it still does not prove site possession or mobilisation. The October 2024 stabilisation is a separate predecessor intervention and must not be recast as delivery under De Vries' new contract.
