Berth Zero has crossed an evidence threshold that many project trackers miss. PTP's October 2025 award identified the MMC Engineering-Antara Koh joint venture and the dredging, reclamation, berth and yard scope. Malaysia Marine Department's January 2026 circular then listed the pontoons, crane barges, barge and tugs working on Package 1 and Package 2.

The work-vessel notice confirms physical mobilisation

Port Circular 01/2026 is the controlling mobilisation evidence and lists the work window and vessels. MMC and PTP control the award and scope. The circular does not allocate every vessel owner, subcontractor, dredging quantity or acceptance result, and current fleet-wide crane orders are kept outside the Berth Zero chain.

Marine mobilisation precedes full supplier allocation

A contract award alone cannot establish that marine work started. The navigation notice puts named vessels inside a defined work window at Tanjung Pelepas, creating a verifiable construction signal. It also shows where evidence stops: the notice does not provide dredging quantities, production, subcontract values or package acceptance.

The MMC Engineering-Antara Koh joint venture is the confirmed civil delivery party. The four Berth Zero quay cranes remain supplier-unallocated in the project-specific record. Separate 2026 PTP announcements concerning Sany and ZPMC fleet orders should not be attached to Berth Zero unless the operator names that berth directly. Remaining disclosures are quantities, foundations, fill source and crane allocation.
