Newport opens six dredging bids before permit and award
Six timely bids now define the public pre-award range for up to 18,000 cubic yards of hydraulic maintenance dredging at NOAA MOC-P. Advanced American Construction is lowest at USD 619,000; Dixon Marine Services' USD 717,850 bid was added after an apparent email-server issue. No contractor has been selected.
A sixth timely bid joined the public tabulation
Port of Newport Amendment 8 records five bids opened on 23 July 2026. Amendment 9 adds Dixon Marine Services' timely USD 717,850 bid after an apparent email-server issue, taking the public total to six. Advanced American Construction's USD 619,000 is the lowest public bid, not an award. OregonBuys and the RFQ control the maximum 18,000-cubic-yard scope, Berths 1 through 3, upland disposal and permit-dependent timing. Selection, permit issuance, mobilisation, production and survey acceptance remain unpublished.
The market range is visible before selection
The Port's amendments expose unusually clear pre-award competition for a compact berth-maintenance package. They also show why a bid-opening list is not a contract result: the lowest figure can still be tested for responsiveness and the owner has not published an evaluation, award, permit or notice to proceed.
