Project anatomy

Contract scope and delivery roles

Client / authority
Presidency of the Algeciras Bay Port Authority (APBA)
Delivery parties
VES RENEWABLE, S.A. - awarded works contractor, Gabitel Soluciones Tecnicas, S.L. - execution-project designer, E-Distribucion Redes Digitales, S.L.U. - distribution-network access, equipment-approval and handover interface, Civil trenching, transformer, switchgear, cable, testing and other lower-tier suppliers or subcontractors - not identified in the cited public records
Contract route
PLACSP expediente 2026-037 records an ordinary simplified open works procedure, four tenders and award on 6 August 2026 to VES RENEWABLE, S.A. The award was published on 7 August at EUR 273,030.32 excluding VAT and EUR 330,366.68 including VAT, against a EUR 274,402.34 excluding-VAT tender baseline. The award notice requires formalization within a maximum of 15 business days after award notification; it is not itself a signed contract or notice to proceed.
Execution window
The controlling contract schedule is four months, with the PCAP starting the clock on the day after the setting-out verification act. No signed contract, setting-out act, licence confirmation, work programme, site possession, start certificate, energisation or reception record is public as of 9 August 2026.
Works package
Gabitel's execution project provides a 357.07 kW grid-access basis and a new 20 kV utility connection for fishing-wharf concession users. The design includes one prefabricated CTA4B or equivalent transformation centre; one 400 kVA, 20/0.42 kV oil-filled transformer; two motorised 24 kV, 630 A line cells; one 24 kV protection cell; one 1,600 A low-voltage board with four outgoing ways; a measured 190 m of 3x240+1x150 square-millimetre aluminium medium-voltage cable; 96.5 m of medium-voltage duct route; 66 m of 3x240/150 square-millimetre aluminium low-voltage circuit; six 400 A sectionalising boxes; six 250 A general protection boxes; six prefabricated enclosures; associated trenches, chambers, earthing, foundations, reinstatement and building feeders.
Marine interfaces
The works sit inside an operating fishing-wharf precinct and route electrical infrastructure beside harbour buildings and small-craft berths. The designed network serves concession buildings 1, 2, 3, 4, 6 and 7, plus the fuel dispenser and tide gauge, so access, buried-service surveys, trench safety, port traffic, continuous user supply and E-Distribucion acceptance are live interfaces. The package does not specify vessel plugs, berth cable-management systems, frequency conversion, ship connection, OPS controls or vessel commissioning.
Commercial evidence boundary
EUR 273,030.32 is the excluding-VAT award value and EUR 330,366.68 the including-VAT award total; neither is certified spend or a final account. The tender baseline was EUR 274,402.34 excluding VAT, producing a narrow price reduction. VES Renewable is the awardee, Gabitel the designer and E-Distribucion the network interface. Subcontracting is permitted and tenderers were asked to describe intended subcontracted units, but the public award record names no subcontractor, equipment manufacturer, testing specialist or package allocation.
