Role in marine infrastructure

Algeciras Bay Port Authority (APBA) is the public-law authority for the general-interest ports of the Bay of Algeciras and Tarifa within Spain's state-owned port system. Its statutory remit covers planning, design, construction, maintenance and operation of port works and marine aids; management of port public domain; control of port services; and coordination of maritime and land traffic. The Algeciras and Tarifa system combines container terminals, bulk facilities, Ro-Ro and passenger operations, fishing and leisure craft. APBA's 2024 management report recorded 5,954,997 passengers and 1,287 tonnes of fresh fish landed across the Algeciras and Tarifa markets. At Tarifa, APBA procured a 20 kV, 400 kVA distribution package for fishing-wharf concession users and awarded the works to VES Renewable in August 2026. That contract is distinct from the authority's separately reported vessel-connection programme: the 2025 decarbonization plan describes EUR 2.75 million for Tarifa electrification and vessel supply points, but the plan and dates do not prove completed OPS installation or commissioning.
