Dunkirk has 450 feet of breakwater left to repair
USACE says the first 1,850 feet of Dunkirk Harbor's west breakwater are nearing completion and a 450-foot second phase is under way through November. The physical scope is clear enough to follow, but the same release gives two different values for the second phase.
What changed
The 30 June 2026 release controls the current 1,850-foot and 450-foot phase statement, November target, repair method and navigation note. It gives USD 4.5 million and USD 1.9 million for the same second phase, while the 2024 award gives USD 7.56 million and approximately 1,450 feet for the original Great Lakes Dock & Materials package. Those figures remain separate. The photograph is a frame from USACE Buffalo District's 7 August 2025 construction video; it shows exact Dunkirk work but is not evidence of 2026 second-phase mobilisation or completion.
Why it matters
A phase update can move a supply or subcontracting decision, but only if the package is identifiable. Here, the owner reports USD 4.5 million in one part of the release and USD 1.9 million in another. The earlier award also used a different length and value for the first package, so a clean programme total would be misleading.

What remains open
The construction status is clearer than the commercial record. USACE says 1,850 feet are nearly repaired and the last 450 feet are in progress; it also shows the work continuing without an expected navigation closure. But the phase-two value needs correction, and the 2024 award cannot be silently mapped onto the later figures. Until the district publishes a reconciled contract record, quote each figure with its source and follow physical completion by measured reach.
