Odisha Dairy archive; Paradip dredging context from 2009, not current tender mobilisation

Dredging Corporation of India still has its global industrial-estate reclamation tender at Paradip open. The current government tender page lists Corrigendum-9 and moves bid submission to 15:00 and opening to 15:30 India time on 18 August 2026. A public BOQ mirror describes 685 acres of reclamation, a peripheral bund, pumping and return-water pipelines, booster pumps, TSHD and CSD mobilisation, borrow-area dredging, compaction and backwash-water return to sea.

Project anatomy

Contract scope and delivery roles

Client / authority
Odisha Industrial Infrastructure Development Corporation (IDCO), with Dredging Corporation of India Limited (DCI) as tendering organisation
Delivery parties
No contractor awarded; bidders not publicly disclosed
Contract route
DCI issued global, item-rate Tender ID 2026_MoS_904219_1 through India's Central Public Procurement Portal. The competition uses two covers and carries an INR 1 crore EMD. It was published on 1 April 2026 and Corrigendum-9 now keeps submission open until 15:00 India time on 18 August 2026, with opening scheduled for 15:30.
Execution window
The tender portal records 180-day bid validity but no public work period. The current critical dates keep bidding open through 18 August; the portal does not identify bidders, technical qualification, financial opening, award, notice to proceed or mobilisation.
Works package
A public mirror of the BOQ lists a peripheral bund for the full 685-acre reclamation area, pumping and return-water pipelines, booster pumps, arrival of TSHD and CSD spreads, dredging at identified borrow areas, access channels where required, internal bunds, filling, levelling, compaction and testing, and pumped return of backwash water to sea. Detailed quantities, rates, drawings and final contract boundaries are not public on the controlling portal page.
Marine interfaces
The package links offshore or nearshore borrow areas to a large land-formation site through dredger production, booster-assisted discharge pipelines and a separate return-water route. Bund completion precedes main reclamation in the mirrored BOQ, so borrow-area access, TSHD and CSD availability, pipeline commissioning, return-water performance, fill quality and statutory clearances sit on one delivery chain.
Commercial evidence boundary
The INR 1 crore EMD is bid security, not a contract estimate. The government portal publishes no tender value or work period. Commercial exposure therefore remains open across dredger mix, borrow-area productivity, pipeline length and booster demand, bund construction, backwash-water handling, compaction, fuel and environmental compliance until the award and contract schedule are public.

Corrigendum-9 extends the competition to 18 August

The current CPPP tender page moves bid submission to 15:00 and opening to 15:30 India time on 18 August. It still publishes no bidder, technical result, financial opening, award or contractor.

Source

An interim deadline passed before a later extension

At the 21 July review, CPPP recorded a 15:00 submission deadline and 15:30 opening and the status page showed technical opening. Corrigendum-9 later superseded that clock, so the earlier display is not proof of completed opening or evaluation.

DCI published the global two-cover tender

The notice establishes a marine-works procurement for dredging and reclamation at Paradip, with item-rate pricing, 180-day bid validity and INR 1 crore EMD. It publishes no contract estimate or work period.
