Dublin Port used a negotiated procedure after a qualification-system notice and received four electronic tenders. The TED result records a 70% quality and 30% cost evaluation, Wills Bros as winner and a €128.7065 million contract value excluding VAT. The notice was published on 20 April 2026 but gives 25 April 2024 as the contract-conclusion date.
Execution window
Wills Bros describes construction from May 2024 and ongoing. Dublin Port's 2026 navigation notice keeps the marine works area east of Berth 53 active until January 2027. The wider unified ferry terminal is planned for the early 2030s, so that programme date is not used as the acceptance date for this contract.
Works package
Construct the Berth 52 East quay extension and Berth 53 open jetty, linkspan bridge and automated mooring system. Wills Bros lists 232 steel tubular piles, 57 combi-wall piles, 145 CFA piles, 6,284 m2 of sheet piles, 31,186 m3 of reinforced concrete and 7,396 tonnes of precast, plus landside and waterside piling, scour protection and marine furniture. Dublin Port adds a 290-metre jetty with nine dolphins, a double-tier linkspan, a 400-metre access road, electrical services, CCTV and an asphalt operational yard.
Marine interfaces
The workfront lies beside the main navigation channel and the South Dublin Bay and River Tolka protected area. Berth 53 uses an open deck-on-pile structure and nine berthing dolphins, each founded on nine large-diameter tubular piles. Berth 52 East extends the reclaimed edge about 40 metres into the river and connects structurally to the jetty. A buoyed exclusion area, crane barges, tugs, multicats, workboats and landing craft operate under Dublin VTS control. River piling pauses during the March-to-May salmon-smolt migration, while dredging is confined to October through March.
Commercial evidence boundary
The main works contract is placed, so the live supply chain sits inside delivery rather than bidder selection. Relevant scopes include large-diameter tubular and combi-wall piles, precast and reinforced concrete, marine plant, scour protection, fenders and bollards, linkspan and mooring equipment, electrical and shore-power interfaces, surveys and acceptance testing. The TED notice does not identify subcontractors or package values below the Wills Bros contract.
