SMPK's global EOI sets out a route to 13.5 m draft, cumulative dredging including re-siltation of up to 61.72 million m3, a 400 m channel and defined anchorages and disposal areas. The market-sounding close was extended to 18 June 2026, but no formal RFQ or capital-dredging award is public.

The technical concept has reached the market

IIT Madras records the Sagar deep-draft study as project IC24251236CPSPMPNTPHOC led by K Murali, with INR 23.60 lakh sanctioned value and a 31 December 2024 to 31 December 2025 window. SMPK's 12 May 2026 EOI defines the phased dredging concept, asks industry for equipment, geotechnical and cost input and reserves the right not to proceed. Addendum 2 extends the response deadline to 18 June and says the BOQ was revised. No formal RFQ, award, contractor, subcontractor, accepted price or mobilisation is verified by 1 August 2026.

A large marine package still sits before the award gate

The EOI gives dredging firms enough geometry and quantity to shape plant strategy, geotechnical requests, disposal assumptions and commercial feedback. The selected alignment, ground baseline, guaranteed-depth payment model and awarded phase boundary remain open. Those decisions will control which dredgers, support craft and specialist partners can compete.

Evidence conclusion

Separate study, market sounding and works procurement

IIT Madras is the feasibility-study consultant, not the dredging contractor. SMPK explicitly made the EOI non-binding and asked respondents for approximate cost and equipment suggestions. The responsible current classification is market sounding closed, formal procurement unverified. The 2024 floating-crane license RFP is an adjacent cargo-transfer solution and must not be treated as the capital-dredging contract.
