USACE awards the second of three Oswego breakwater repair phases

USACE has split more than 1,330 feet of Oswego Harbor breakwater repairs into three phases. A USD 9.1 million Outer West package is already under way. The new USD 14.9 million Dean Marine award covers 425 feet of East Arrowhead and another 307 feet of Outer West, with a third funded phase planned to start in 2027.
What changed
The 11 May 2026 USACE release controls the current award, contractor, lengths, three-phase sequence and planned construction window. The August 2025 and April 2025 records control the separate first phase and completed West Arrowhead history. The photograph shows stone handling during Oswego repairs in October 2024 and is used as exact historical work context, not proof of activity under the 2026 award.
Why it matters
The new award does not replace or complete the earlier package. Each phase has its own contractor, limits and close-out date, while all three share the navigation-channel interface. Treating Oswego as one generic breakwater job would obscure which sections are actually repaired and accepted.

What remains open
The April award is a committed package, not field progress. Phase two should remain at award until Dean Marine is shown mobilising on the stated work limits; later reporting can then follow stone placement, surveyed or inspected reach and acceptance by section. The completed 2,700-foot West Arrowhead repair is relevant delivery history, but it sits outside the current 1,330-plus-foot programme.
