USACE Buffalo District awarded Dean Marine and Excavating USD 14.9 million to repair 425 feet of the East Arrowhead breakwater and 307 feet of the Outer West breakwater at Oswego Harbor. It is the second of three funded phases covering more than 1,330 feet; a separate 600-foot Outer West package is already under way.

USACE's 11 May 2026 release controls the phase-two award, Dean Marine appointment, 425-foot East Arrowhead and 307-foot Outer West limits, planned summer start and 2028 programme horizon. The August 2025 USACE record separates the completed 2,700-foot West Arrowhead work from the USD 9.1 million, 600-foot Outer West phase-one package. The April 2025 award notice provides the earlier contractor and rubble-mound overlay basis. Phase-two mobilisation and completion have not been reported.
