USACE Buffalo District awarded Dean Marine and Excavating USD 14.9 million to repair 425 feet of the East Arrowhead breakwater and 307 feet of the Outer West breakwater at Oswego Harbor. It is the second of three funded phases covering more than 1,330 feet; a separate 600-foot Outer West package is already under way.

Dean Marine and Excavating received a USD 14.9 million contract covering 425 feet of East Arrowhead and 307 feet of Outer West. USACE planned a summer 2026 start, but the award does not establish mobilisation or production.

The 600-foot Outer West phase moved into construction

USACE recorded the start of the USD 9.1 million Great Lakes Dock and Materials package after completing the separate 2,700-foot West Arrowhead repair. The current programme should not merge those two work limits.
