Pilitak moves from Clyde River completion to a CAD 77m Arctic Bay award

CanadaBuys has exposed a complete award baseline for Arctic Bay: Pilitak Enterprises, CAD 77,035,350, a 50-month term and a defined marine scope. DFO's March completion of Pilitak's related Clyde River harbour adds directly comparable delivery evidence.
The prime contractor and delivery boundary are now fixed
CanadaBuys controls the Arctic Bay award facts. DFO controls the 2026-27 construction window and Pilitak's completed Clyde River comparator. QIA controls the broader investment and 2031 operating target. No downstream contractor is attributed without project-level evidence.
A disclosed prime award opens several undisclosed packages
The award converts a long-running policy commitment into an addressable construction package. The scope creates downstream demand across dredging, breakwater rock, fixed-wharf systems, float wharves, marine plant, Arctic logistics and hydrographic acceptance. Current public records identify no subcontract chain.

Field evidence and package attribution remain open
This should be tracked as an awarded construction contract, not a completed or mobilised harbour. The strongest near-term intelligence gap is package attribution: who performs dredging, supplies floats, builds the fixed wharf and handles Arctic marine logistics. The CAD 77.04 million contract and QIA's CAD 105.9 million investment are different reporting boundaries. Contract expiry in May 2030 and QIA's 2031 operating target are also distinct gates.
