Galati quay contract changes outlast the original 20-month plan

The Galati Stage I quay package now has a public award-to-modification chain spanning the owner contract, contractor association, named subcontractors, physical progress, technical redesign and eight TED notices. The chain still stops before final marine acceptance.
A 20-month award became a multi-notice modification record
APDM controls the original award, scope, contractor and subcontractor chain and the 62.04% progress record. TED controls the succession of contract values and modification descriptions. Final measured marine quantities, accepted depth, complete lower-tier workshares, handover and final account remain unpublished.
The modification chain reveals the risk path
APDM's 2023 award established the Concivia, Vepex Com and Socot association and three subcontractors. By June 2025 the owner measured 62.04% physical progress, revised Dana 46 technical-economic indicators and extended the work. TED then recorded foundation adaptation, further duration extensions and a latest stated value of RON 202.01999372 million in May 2026. The modification chain exposes materially more delivery evidence than a standalone award notice.
Evidence conclusion
Final marine acceptance records remain open
The strongest current conclusion is that the contract remained subject to execution-duration change in May 2026. It is not sound to infer completion from APDM's displayed 31 December 2025 implementation date, nor to compare the latest TED value directly with the VAT-inclusive signing value or whole-project budget. High water, construction-authorisation responses, Dana 46 redesign and actual foundation conditions each entered the recorded time-and-price chain. The next decisive evidence is a dated owner progress certificate followed by hydrographic, structural, geotechnical and commercial acceptance.
