Grand Large marina now has a legal three-lot delivery map: Eiffage TMF on marine civil works, Atlantic Marine on floating pontoons and a Ramery-Montanier tender on roads, refuelling and water treatment. The signed values and bidder counts are public, but the separate electrical lot, physical start and a EUR 1,889,401 difference between top-level and lot-level award values remain unresolved.

Three signed contracts replace one generic marina opportunity

TED eForms XML controls the three contracts, tender values, bidder counts, dates, durations and subcontracting declaration. SPAD controls the wider 450-berth concept and earlier design procurement. The award does not publish a field start, Lot 4 result, subcontractor names, payment ledger or bridge between the notice total and the three tender values.

Package detail improved while the programme account stayed incomplete

The award separates distinct workfronts and records a declared Lot 3 subcontract share. Its commercial account remains incomplete. The three tender values total EUR 8.599 million while TED reports EUR 10.489 million at notice level. Lot 3's EUR 678,449 subcontracting declaration names no recipients. The 24-month periods have no published start date, and Lot 4 networks and electricity sits outside the award.

The three awarded work lots, separately procured electrical lot and physical delivery remain distinct. The published tender values control Lots 1-3; the unexplained notice total remains an exception. Montanier is the named consortium partner in the Lot 3 tender, not the unidentified subcontractor covered by the EUR 678,449 declaration. No dated site-possession record is public. Later construction records must attribute piles, breakwater modules, pontoons, gangways, fuel systems, water treatment and utilities to their exact contracts.
